I am an infrequent user of this carpark and decided to drive in to minimise exposure to smoke haze and I have previously always used earlybird.
They had recently changed the requirement for earlybird parkers to only park on level 5 and above. There was no clear signage at point of entry. Only later did I see a ridiculous typed notice at the pay station (which you don't see until you leave). There was only one other sign at the very back of the wall as you enter and if you are not looking out for it, or unfamiliar with the car park, you don't see it.
The fact is if you are parked on level 2 casual and not in a reserved bay, you have every reasonable right to assume you are parked appropriately.
There was no other sign saying "casual only - early bird level 5+" as is often the common practice at other carparks.
So the punitive owners decide that an appropriate punishment is an $80 maximum daily rate despite being within earlybird timing. Considering this is the first time I have used carpark this year and I don't use it often, I find this to be a punitive measure. The signage is woefully inadequate.
