- I have been issued with a Parking Charge Notice Number IPSA4785 for parking in a disabled bay with my blue badge displayed. The appeals procedure is a nightmare of unanswered phones and a web site that is complex and confusing. Stay away.I am still trying to appeal this notice at the time of writing.
