Follow up with a court appearance (after you submit the challenge to the company attempting to bill you for something that you paid for), then find yourself one of the many "Hungry" lawyers advertising for business in the area and convince them (it won't be hard) to initiate a class action lawsuit alleging fraud and perhaps just then the City of Tempe will take action to ensure this type of behavior is put to an end.
