- parking lot at 5th and Howard Street has been a major public nuisance.
For example:
· ugly, rusty cyclone fence always in the need of repair,
· support poles knocked out of their cement anchors,
· fence sticking out over the sidewalk on the Tehama Street side,
· weeds growing around the entire perimeter of the lot,
· parking lot attendant kiosk covered with graffiti, and
· hanging flower baskets … promised but never delivered.
Any property improvement that did occur resulted because neighbors complained to the proper authorities, such as Public Works or the Community Benefits District about the shotty condition of the parking lot.
The people running the parking lot (and the property owners) never lifted a finger to improve the condition of that lot on their own.
